ProActive DBA 9.0 features monitoring and alerting of configurable resource usage for SQL Server. The monitoring features are part of the TimeLine product, which includes graphs of the number of user connections and locks in use on the server:

Here you can see the level of connection and lock usage relative to the configured limits for each resource type.

The TimeLine Alerting Option offers alerting based on the levels of connection and lock usage.  You define a threshold based on a number of connections or locks in use, or a percentage of the maximum available connections or locks, and the alerts will trigger if the server’s usage exceeds your thresholds.

Configurable actions let you perform notifications, execute scripts, etc. when alerts are triggered.
